D O M I N I U M

Background

There where twelve of us, well acquainted with each other through work and common interest who met one day, 7 years ago to discuss the approaching disaster. Actually the disaster had already begun to unfold and we, being caught up in it, where wanting to intervene, yet how could just twelve of us avert such a large scale holocaust. Many of us lived in other countries now, yet the severity of this issue brought us together with our concerns for our birth country, friends and relatives, as well as the enormous suffering of the population.

Our birth country was a ‘Western’ country, in great pain and about to die and the death throws as it thrashed about threatened to do enormous harm to its population. The fairly large, yet shrinking, ‘middle class’, so important to a democratic nations stability, had become destitute in wealth, income and hope. The much smaller ‘upper class’ was bailing out as fast as possible and who could blame them for leaving a sinking ship when they had the wherewithal to do so. The ‘lower class’ was also staring down the barrel of the gun as their cherished entitlements were about to dry up as well and in many ways, although they had less to lose on the surface, many had actually become totally dependent on the largess of the government. Overall, everyone, who wanted to work, required employment opportunities yet the country was at a point where jobs had become almost impossible to find. The native Indian population was expected to carry on without too much disruption as they prided themselves as hunters/gatherers and argued for control of land with this in mind, yet when the crunch came, they needed the billions of dollars the government handed out to them as well, possibly ending the illusion of a self-sufficient culture.

The International Monetary Fund had rightfully refused to lend any more money to this failing state as it was in enormous debt and was unable to politically get its act together to present itself as a viable and well-functioning entity. Every time a sensible proposal came up, the left wing coalition voted it down and when elections where forced, the hapless voters brought back more inept leaders. Unions happily spent millions of their member’s dues in support of these parties. Part of the problem was that the other side of the political spectrum had such severe austerity platforms, that not enough people would vote for them to usher in an alternative, as these austerity measures seemed like and actually were over the top hardship, and who wants that. In reality, these times did call for drastic measures, crime was rampant and the social order was about to collapse. Winston Churchill once wrote that “the best case against democracy is a conversation with the average voter for a few minutes” and I would add a conversation with the average politician as well.

Although just over half the size of the USA or Canada, our country was close to equal in natural resources and once had a stable manufacturing base with a generally well educated population of just under one hundred million. So, what could have gone wrong, and wrong in such a deep and unrelenting way?

If we recall the financial crisis that affected Greece and other countries rampant with corruption, such as large scale tax avoidance and unsustainable entitlement programs we have the recipe that our country also followed to ruin. To add to this poisonous mix, we had a number of the activists, environmentalists and other self-interested idealist groups fogging up the democratic process. For instance they managed to block the building of necessary pipelines for oil and gas, so far more dangerous rail cars were being used which made no sense and it did not deal with the causation of the whole problem of petroleum use. The U.S. State Department produced a report on the XL pipeline (A large project bringing Canadian oil sands production to the U.S.A.) that using rail instead would result in greenhouse gas emissions 28-42% greater than the proposed pipeline. The notion of reducing petroleum mining was a good one, however a far simpler way was to cap exports which was driving most of the exploration, which is what we did. We would proceed to build more pipelines, yet with an eye on the esoteric future of clean energy sources. Interesting that wind farms had become in vogue with rates being paid to operators around 4 times the rate for hydro, gas or nuclear electric generation, which of course meant the consumer and business got hit with some of the hemispheres highest electric costs and to add insult to injury, the wind power was often generated at times that it could not be utilized locally so the utility had to sell it at a loss of over three billion dollars a year to neighbouring countries. What we actually required was cheap electricity to eliminate the use of oil and gas for home heating for instance. We would end this wind farm subsidy in favour of a more esoteric approach. In the same vein, carbon tax/trading has been attempted with the E.U. for instance finding it not workable and the consumer always ends up footing the bill with little or no environmental improvement and of course our prior government went this route to garner points in the ongoing media beauty contest. We favoured strong legislation and enforcement. The overall situation could be summed up as materialism, idealism and greed, unchecked, across the entire population, without any concern for future generations.

It’s citizens had a fondness for addressing every conceivable social ill or local problem with a heart-warmingly progressive state run, taxpayer funded program. Our old government, for many years now, was placed or in this case, kept in power by continually promising more to the various groups and individuals self-interests. We had become another failed socialist state, where the voting majority depended on the government for ‘happiness’ and ultimately survival. Unfortunately, governments such as these do not know how to create wealth on any level, they just redistribute every cent they can get their hands on, often and in this case, to ensure re-election and they are not successful at creating a culture of Goodwill. Socialists are ‘great at spending other people’s money, until the supply runs out’, was a well know phrase, and it applied here as well. We did not believe that government largess utilizing taxpayer money to fund entitlement and dependence could be construed as compassion nor did it provide the individual freedom so necessary as the incubator of self-discovery and goodwill.

Some of the so called activist groups and environmental groups had a large amount of funding and they used this to block up the fact finding process, aided by the hapless news media. They funded the native Indians to react against whatever the latest issue or concern was and although some of what they stood for was right and proper, a lot of it was nonsense. Much of the money came from outside of the country and so other interests were at play. Another obstacle to a smooth democratic process was that these successive governments managed to place activist jurors in the courts, up to and including the supreme court, so when the government finally had to face their failing policies and tried to legislate some common sense into the issue of the day, these activist judges were just interested in their own special interests, with very little regard for sustaining of the population overtime and so they managed to strike common sense down. They did not act according to the government written law, but more slanted to their own personal ideology.

The government kept increasing taxes to the point that many people began to hide income and actually deprive the country of working capital and this illegal activity was wide spread. As well, the entitlements of welfare and unemployment insurance, food stamps and child support payments were just too good for the average unmotivated, yet otherwise healthy person to pass up and the costs became enormous. Even Great Britain with the unwholesome spectrum of close to 50% of families having at least one person on welfare and often second generation, along with 15% of all households in Britain where no one works, actually was downright entrepreneurial compared to our country. In Britain welfare fraud is estimated at 10%, which is huge, yet our country is deemed to be much worse. The over-all attitude reminded me of the disaster in Haiti, a number of year ago, and the first arriving reporters thrust microphones into the crowds and all we could hear was, ‘where is our aid’. This country did need and did receive aid, yet I remember it as a shock to me that entitlement was so widespread that the first thing out of many people’s mouths was ‘where is our aid’ and fortunately for them the ability and generosity of others came to the rescue, as it must.

Another country, known for its aggression and massive hunger for resources had offered to come in to our country and for the right to extract whatever resources it needed over a long fixed term, they would fund the government. Thankfully this was rejected. However, a disaster was in the making and even the military along with other government workers had been dropped to half pay, with zero pay coming up fast and in sight. History teaches us that the folks with guns need to be paid.

So, the twelve of us had a plan that would save the country and bring it and thus its citizens, back to health, although it would be difficult and challenging. Our approach would begin with a 3 year exoteric approach to shift and shock the country back into alignment and then a much more esoteric spiritual approach would begin to be weaved in. We had two main goals, one was simply to resurrect the country to the point where the population had jobs, hope and a future with the second goal being much more important in the long run. The second centred around our need to become much more active on the physical plane with a goal of bringing down the divine plan as outlined by the Tibetan Master. Although not experts in this regard by any means, we knew a presented opportunity when we saw one and so forged ahead with our plan to bring the heart center of our population into at least some expression along with a new sense of purpose, well beyond the basic notions of give me food, give me shelter and someone to procreate with.

Our backgrounds included a healthy amount of real world financial exposure and good success at the personality level, along with some esoteric exposure that some would say as being just enough to make us dangerous. The success we had in running very large corporations gave us great leverage and credibility with the world financial markets and in fact the IMF as well.

The political leaders, although ineffective, did truly love their country and its inhabitants and did want desperately to find a way out of the mess. We came in and proposed that we could raise funding for 7 years of operation, as long as we could implement a fairly tough, yet actually compassionate way forward that would have to be reported back to the financiers quarterly to keep the money flowing in.

The proposal was accepted and meant the dissolution of the current government and constitution which in a sense, brought in a temporary dictatorship, supported by the military, economists, police forces and happily, the majority of the population.

Regardless of wishes for a more loving and less materialistic world, the reality was that we had to work with what was presented and realize that some of the larger changes would be generational in time frame.

New beginning

Our countries original name was derived from the original native population, prior to European settlement and one of the first things we did was to bring in a new name to usher in the new approach and way forward,

Dominium: Funk & Wagnalls -The absolute right of ownership,( which has a sense of self determination) / Equal ownership (equally responsible).

We must realize and act from the belief that we are equally responsible for ourselves and each other, a base to work from to eventually realize the power and self-determination of ‘goodwill’. Our first promise to the entire population was that everyone would be treated as equals in opportunity, yet self-responsible, and that our country would operate as a non-profit model. The issue of equal responsibility and goodwill could not become a fact over night, however it was important to enter it into the mindset of everyone for the more esoteric future. Surprising to some, the new governing body was generally well accepted although we did need to lower the fear level of the welfare recipients to provide assurance that they would find the new opportunities very palatable. Once in hiring mode, employers had a duty to first offer employment to any qualified worker who was deemed a success over the minimum period of one year on the workfare program.

To operate in a non-profit way, meant that we needed to establish a pay down of debt (remove deficit as well) on a reasonable track, build up a nest egg in case of future difficulty, and then return any excess to the population each and every year. To do so we made every citizen an equal shareholder with one share each that was not transferable and would be surrendered upon death. This share would have a dividend payable to the shareholder depending on the profit of the country. The value of the dividend could also increase, depending on the amount of charitable giving across the population. We wanted to make sure we began to highlight the issue of giving and shared responsibility.

Part of the deal was that we needed to bail out the failing banks as well, and so we struck an understanding with the banks, that in return they would make all personal /small business and non-corporate loans on an interest free basis up to a certain point. The cost of operations would of course be charged, but no actual interest. This meant that savers would also not receive interest, so we set up a government savings vehicle that provided the current savings interest level, with some tax free relief if the funds were ear marked for retirement. We could not go any further with this instrument as the world financial markets needed to be respected.

We began a flat tax system of 18% for all, no matter the income and this applied to every citizen. The only deductions would be for severe medical issues not otherwise covered by health care and a child benefit for up to two children. It was necessary to attract the top income earners back into the country because like it or not, they had the personal integration necessary to make things work and create jobs and we had to create jobs quickly. As well, the more wealthy people had been paying a huge proportion of tax and often had been hiding income from the tax system and at 18% it was no longer worth the risk to the taxpayers to hide income and our studies showed that we would actually collect more tax due to the halting of the ‘underground’ economy. And with this in mind we halted all provincial/state tax as well.

Once we were on our feet, one half of one percent of all tax would be utilized for foreign assistance to begin with.

Dominium had layer upon layer of provincial/state, federal and municipal government with tangled up jurisdictions. We set up one central government administration to replace all the duplication that we could dig out and in the end we saved the amount of provincial/state tax that we no longer collected. The municipalities where totally debt ridden and so we found a couple of cities that were actually well run and not running a deficit due to great management and by taking some of these leaders into our new government structure, our ability to turn around the dead beat cities was ensured. We disbanded the existing activist courts and endeavoured to appoint moderate jurists. Another example was the health care system, fully government funded, with 33 administration staff for every patient, compared to Germany with 3 for every patient. We duplicated the German model with a two tier system and government funding for the public bits, yet privately administrated. Our system had been one of the most expensive, with one of the poorest results.

All this meant that we needed to find jobs for government workers that were no longer required and we easily managed this with our workfare and community service initiatives which required competent managers and supervisors. All welfare and unemployment insurance would be halted and replaced with workfare, excepting those truly unable and we dissolved all unions. The job of properly managing people based on performance was urgently required and we had effective workplace laws to protect our workers with the dissolution of the unions. In the U.S.A., states that passed ‘work to right’ legislation, which curtailed Union power, enjoyed a sharp reduction in unemployment as new jobs were created. Interesting as well as an example, that in Canada, Dofasco steel which is not unionized is profitable and considered a great place to work, whereas Stelco (U.S. Steel owned) which is unionized, has failed, in spite of government bailouts . As we brought the economy up to speed the demand for workers would quickly keep wages highly competitive, meanwhile we forbad any company reducing wages more than 5% in this first 3 years (excepting government staff). All companies of a certain size would be required to provide day care facilities for workers to ensure single mothers and of course any family unit could more easily handle job stress and this included the workfare centres. The requirement to properly supervise workfare and community service initiatives would provide plenty of jobs. The Bible tells us that “without vision the people perish” and we had ample proof of this statement with the deterioration of our city core areas where drug abuse, gang issues, single moms having babies to collect welfare and a general lack of any kind of useful motivation was much too commonplace. One of the reasons for workfare was not just to break the entitlement mentality, it was also to expose people to some organized endeavour to build pride in accomplishment and to sort out the drug users as these folks would become obvious in the workfare environment. Ramping up ‘drug free’ programs was really going to become a priority.

We had to sell these ideas to the population in general and created an aggressive campaign to explain what had happened to our country, along with the depressing numbers that clearly indicated the country was virtually ruined. No one was going to be left to suffer and the notion of building self-esteem and pride was highlighted through-out. The native population was the most difficult in learning to accept the failures of not only the country, but also the reservation model.

On the jobs front, we increased the minimum wage by over 50% rather quickly, from ten dollars to sixteen as the 18% tax would take some bite out of those not used to paying taxes, but also to leave more money for people to have a better life. We noted that many of these jobs went to students and the retired, yet the current ten dollar wage was just far too low as it simply caused the government to build more low income housing which ended up costing the economy more.

It was critical that we create jobs in a hurry and we took another step in this direction by suspending immigration for a period of a few years until we could stabilize the employment issues. We had another motivation for doing this as well in that the prior government had allowed a very large proportion of Islamic immigration, which in itself is fine, yet it was creating a lot of problems and we did not understand all the issues. Part of the problem was our overall culture was not ready for what actually was taking place as the Islamic arrivals now totalled 5% of the population and they set up enclaves that brought in sharia law in local jurisdictions and for instance with these particular school boards all female’s were forced to wear head scarves. The activist jurors allowed all this to take place so we put a stop to the implementation of these laws and reversed out all sharia based laws. Many young Islamic men were also joining Jihad groups and going overseas to fight religious battles that we found repugnant as a society and we needed to get to the bottom of the problem. I personally always marveled at why a certain group of people left their own country to come to ours so they could be happier, yet when they got here, they then tried to set up the same conditions that ruined their originating country. On a broader scale, we had to tackle the issues of entrenched religions and besides preventing them from participating ‘directly’ in our education system, we had to build trust in participating in our new society. This effort is covered in more detail later in the paper.

Community service was something we needed to bring in quickly and as we had cut tax’s for those most capable of demonstrating leadership, we determined that everyone should dedicate at least one week a year to community service. This was a requirement and not simply a volunteer program although we called it volunteer in spirit. We asked the top earners to dedicate an additional week to coaching others on personal success and with all of our community programs we endeavoured to have the service given by the volunteers to those of a different cultural, if possible and certainly a different economic background so we could best understand the needs and issues of others.

As part of their community service and in cases of workfare, participants in the government assisted living and housing sites were given the responsibility to care and maintain their buildings and when appropriate, to participate in the actual construction of the buildings. As leaders of the country, the twelve of us made it a point to meet on a regular basis with the wealthier citizens in groups to encourage all of them to give more and champion those that ‘served’ the greater good. With the success of these endeavors, the ‘heart center’ of our citizens was on display yet the issue of bringing goodwill into further consciousness would be much more difficult to bring in than these few solutions could manage and so we needed to get to the education field to start the more gradual generational change necessary and help to usher in the more esoteric approach.

(Union through Astrology . LRH pg. 282) The ray force of Uranus is the 7th Ray of Ceremony, Order and Magic. On the exoteric level, the personality uses this force to control others with rules and regimentation. Couple this with the outgoing idealism or socialism of the 6th ray and we can quickly understand the issues that led to the destruction of our old country. The former leadership lead a ‘nanny state’ mentality with a new law being constructed it seemed whenever someone stubbed a toe. Our citizens seemed to be harassed as well with very low driving speed limits, promise of more public transit not kept, speed trap police mentality and so forth. We authorized building of new roads, often with tolls to fund more roads as time went on, and we determined that most none highway roads being built must have bike lanes and we began long awaited public transit projects, with dedicated bus lanes on appropriate roads, with user pay levels for public transit that better reflected the cost exposure. As well, we increased speed limits to 130Km on dual roads and 105Km on other highways and changed the speeding fines structure to mandated community service once 3 infractions had been reported in any 12 month period and we stopped the use of speed cameras and impounding of vehicles related to speeding. As well, insurance company surcharges were not allowed until the 3 infraction rule was met. These speed limits where in keeping with much of Europe and many U.S.A. states based on scientific findings that people gravitate to the most comfortable speed and the limits should be set at the level of 85% of the population’s driving comfort level. Most accidents where caused by speed differentials and poor lane discipline. This endeavour would free up more policing of risky neighbourhoods. At a higher level, the ray force of Uranus can be utilized to awaken the spiritual potential of mankind and this was our ongoing intention.

In the U.S.A., (and possibly other jurisdictions), some of the States put computer systems in place to keep traffic moving by co-ordinating green lights. In our country, the former nanny state mentality did the opposite to slow traffic, which caused large traffic jams and unnecessary pollution and fuel wastage. Of course we began the process of co-ordinating green lights.

In our former leaderships desire to attract votes and positive feel good press, they funded many diverse groups, such as the status of women, status of aboriginals, status of gays and as far as we knew there had to be a funding somewhere for the status of Martians. No more tax payer funding of any group would be considered, deemed non-essential to the overall health of the country, as these groups could raise their own funds if truly needed. An example of an essential to the health of the country would be the esoteric spiritual needs going forward, thus representing all citizens and some targeted funding of the ‘arts’ to enhance certain cultural imperatives.

One of our key overriding principles was that we viewed humanity as ‘animal’ with a divine component in various stages of emergence. The devic lives that make up our personal vehicles require training, not unlike an un-broken horse. If a horse is left unridden, unworked and simply living off the provided food and water, little will change in its temperament and overall abilities. The horse requires some discipline, much love and patience, in addition to the basic nourishment of life, if it is to grow into a more accomplished animal. In no way did we exclude ourselves from this viewpoint which assisted in keeping our group grounded and constantly seeking better solutions from those that we felt could mentor us and of course from feedback of the population of our country.

Far more interesting than this background material, and of more long term value, was our integration of a more esoteric spiritual approach that would serve the country well for the next couple of generations.

Integrating the esoteric spiritual way of life

Esoteric spiritual studies have a common thread of each individual taking personal responsibility for their actions and growth. Coupled with this notion is the belief that we are part of one great entity called humanity and through goodwill, the condition of love and an illumined mind, we are responsible for the redemption of the lower kingdoms, including our own vehicles of manifestation.

To bring this forward in Dominium we would focus on: Goodwill and Service; reducing Materialism and Greed; Care for the Environment and an evolving Spiritual Revival. And the key tools we would use would be: blending Science / Esoteric approach / Religion; Education; blending Physical / Mental / Psychological Health Care.

After the initial three years, we were coming on track from a financial and job creation perspective and it was time to move more aggressively with the esoteric spiritual approach that had been moving along slowly to this point.

As far as we knew, none of us where ‘initiates’ and we did not have a clear sense of contact with the NGWS, yet it was determined that an effort would be made to duplicate at least some of the Tibetans notions concerning these 11 (12) groups and perhaps over time more revelation would manifest.

Goodwill and Service

The Tibetan master tells us that (pg. 173-74 DINA II) The door where evil dwells is kept open by humanity through its selfish desire, its hatreds and its separateness, by its greed and its racial and national barriers, its low personal ambitions and its love of power and cruelty. As goodwill and light stream forth into the minds and hearts of men, these evil qualities and these directed energies which keep the door of evil open will give place to a longing for right human relations, to a determination to create a better and more peaceful world and to a worldwide expression of the will-to-good.

It is my understanding that goodwill is reflective of a life ruled and conditioned by the soul which grows out of love and the will-to-good which is ruled by the spiritual triad, a monadic expression, is further up the path. For our purposes we needed to begin a movement towards goodwill and resulting service. We could also express this as ‘self-will’ (for me) – ‘Goodwill’ (soul inspired) – ‘Will-to-Good’(Monadic, spiritual will). To embrace Goodwill we need to develop a sense of vision ie: without vision the people perish. We were also well aware that we needed to have a sense and focus on purpose to evoke the necessary will-to-good that would substand our efforts to bring goodwill to life in the population.

Purpose can be defined as (pg.50 RI) ideas are formless and are in effect points of energy, outward moving in order eventually to express some intention of the divine creating Logos. When the initiate grasps this and identifies himself with it, his goodwill expands into the will-to-good. Plan and quality give place to purpose and method. Plans are fallible and tentative and serve a temporary need. Purpose, as expressed by the initiate is permanent, farsighted, unalterable, and serves the Eternal Idea.

We are told to simply view the energies around us in terms of three major classes and these emanate from some centre, become impressing agents and then are again transmitted and stepped down. We know that humanity has three eventual goals of, Illumination of the Mind, Revelation of Love, Evocation of the Will and we can also see this expressed as follows. (pg. 129-30 TEV)

  1. The dynamic electrical energy of Life itself or divine potency, of embodied Purpose, expressing through evolutionary manifestation the divine Will. Purpose emanates from the cosmic mental plane and is all-inclusive, synthetic, motivating principle expressed as divine will on the cosmic mental plane. This energy is utilized by Shambala.

Humanities goal: Evocation of the Will (Ray 1)

  1. The attractive magnetic solar energy to which we give the quite unsuitable name of Love. It is this energy which constitutes the cohering, unifying force which holds the manifested universe or planetary form together and is responsible for all relationships; it is this energy which is the soul of all things or all forms, beginning with the anima mundi and reaching its highest point of expression in the human soul….. An understanding of this human potency comes as a man makes contact with his own soul and sets up a stable relationship with that soul; then he becomes a soul infused personality.

Humanities goal: Revelation of Love (Ray 2)

  1. The intelligent activity of fire by friction. This third energy is the basic energy expressing itself in the three worlds and in the four kingdoms in nature, climaxing its expression in the creative energy of the human kingdom…. It is the medium for activity in all forms through which the planetary Logos expresses Himself; it is the result of the activity of the divine Mind, as that peculiar type of divine energy plays upon and through all atoms and upon all atomic forms. The fission of the nucleus of the atom in the past is the outer sign or demonstration that humanity has encompassed the divine Mind and can now move on to encompass the love or the attractive nature of divinity.

Humanities goal: Illumination of the mind (Ray 3)

We believed that our near goal and Purpose was to work with all three of these energies, at least at some level, however to focus more on the aspect of Love with an intention to bring Goodwill into the consciousness of the population in a much greater way. Our society had some love going on, but it was mostly of the low definition of lower astral compassion that made the observer feel good, yet tended to demotivate the observed and therefore was not really the sort of energy that we needed to truly encompass goodwill in a way that brought out the best of our population.

Goodwill can be expressed as the will to good in service, so we know that the will to good is Monadic in scope which is beyond our current comprehension, yet we can certainly express its outer garment with loving service applied with right intention. (EH pg. 676) The will to good signifies the stable, immovable orientation of the initiated disciple (good scope for government), whilst goodwill can be regarded as its expression in daily service. Goodwill is considered to be latent in all of us and does not need to be developed per se, but it does need to be made more conscious and this is a much needed task if we are to heed the Tibetans concerns.

(RI pg.109.. Due to the Aquarian age) It will be obvious to you, therefore, that this could well bring about a still more dangerous situation, because a group would be a combination of focused energies, and unless these energies are directed towards the fulfillment of the Plan (which coordinates and makes possible the divine purpose) we shall have the gradual consolidation of the forces of evil or of materialism on Earth. I am not speaking lightly, but am endeavouring to show the necessity for the steadfast consecration of the spiritually minded to the task of developing the will to good on Earth and the absolute importance of fostering goodwill among the masses. If this is not done after the terrific global housecleaning that has gone on, the last state will be worse than the first…. The will aspect of divinity can find expression only through humanity, for the fourth kingdom in nature is intended to be the agent of the will to the three subhuman kingdoms. It was therefore essential that the spirit of inclusiveness and the tendency to spiritual identification should be developed in humanity as a step preparatory to the development of response to divine purpose. It is absolutely essential that the will to good be unfolded by the disciples of the world so that goodwill can be expressed by the rank and file of mankind….. the will to good is the father aspect (monad), whilst good will is the mother aspect (soul), and from the relation of these two the new civilization, based on sound spiritual (but utterly different) lines, can be founded.

It seemed to us that the ‘west’ was in a good situation to bring goodwill into place even though materialism has taken hold. Greed is pretty much across all of humanity, rich or poor and was also of concern, yet in the west we could see signs of hope.

The United States of America is number one on the charitable giving index and it leads not only with money being given but also due to the population’s propensity to ‘helping a stranger, scores’ and ‘volunteering time, scores’. Canada and New Zealand are in the top 5 as well mainly due to giving money and Australia has been in first place in the past as well. Overall, global youth are driving the rise in volunteering and substantial growth is being seen in the number of people helping strangers.

We are told that the first major expression of soul contact is a sense of responsibility (workfare, community service, equals in opportunity, as part of our countries mandate) and the second is the inclination towards goodwill… (EH, pg. 545)

(PH, pg 150) Intelligence today is flowering through knowledge and science; it has, however, not yet unfolded on any large scale its latent beauty of wisdom; love today is only just beginning to engross human attention; its lowest aspect, Goodwill, is only now being recognized as a divine energy and is still a theory and a hope.

What is interesting is that in parts of the world where freedom and self-motivation is cherished, note the USA, we have the most charity and giving, across the board and this highlights the conflict of taxed based or forced sharing and forced giving vrs. the freedom of heartfelt giving that humanity in our country was becoming ready for. Consider that ‘Gates and Buffet’ are both American and are leading the way on charitable giving both personally and by encouraging other wealthy people to do the same. Although we viewed the current political leadership of the USA as being ‘all hat and no cowboy’, we could see that beneath the political ineptitude, some goodwill was coming forth.

Speaking of Freedom, (PH pg. 169) Now, under cyclic law, political ideologies and national and international planning are occupying the attention of the people and everywhere efforts are being made to bring about better human relations. This, in the eyes of the spiritually minded and of the enlightened worker for humanity, is a sign of progress and an indication of the innate divinity in man. That is truly spiritual which properly relates man to man and man to God and which demonstrates in a better world and the expression of the Four Freedoms throughout the planet. For these the spiritual man must work. And work we did.

The Four Freedoms have been traditionally subject to interpretation and limits:

..Freedom of Speech

..Freedom of Worship

..Freedom from Want

..Freedom from Fear

(TEV pg. 53) One point you all need to grasp is that the progressing disciple does not move into new fields or areas of awareness, like a steady marching forward from one plane to another…. What must be grasped is that all that IS is ever present. What we are concerned with is the constant awakening to that which eternally IS, and to what is ever present in the environment but of which the subject is unaware, owing to short-sightedness. The aim must be to overcome the undue concentration upon the foreground of daily life which characterises most people, the intense preoccupation with the interior states or moods of the lower self which characterises the spiritually minded people and the aspirants, and the imperviousness or lack of sensitivity which characterises the mass of men. With this in mind, we endeavoured to pierce through some of the glamours through our exoteric approach initially and the nurturing of the somewhat more esoteric work going forward.

Materialism and Greed

Materialism and Greed had also to be better understood and dealt with if we hoped to bring in more goodwill and a more spiritual approach to life, actually, all of our identified key issues were critical to our long term goal, which was to bring our country into better alignment with the Plan. The necessary tools to work with these issues of Goodwill, Materialism, Environment and Spiritualism had to be developed as well, which will be covered later.

(EA pg. 490) Ray VII — Capricorn: This Capricornian energy produces initiation and the overcoming of materialism.

Our limited esoteric astrology knowledge told us that Ray VII is transmitted by Aries, Cancer, Capricorn and so we also thought of the Aquarian Age in the following terms:

Aries: With this energy we can push into existing new concepts and ideas with a dynamic approach and hopefully from the plane of mind.

Cancer: The sensitivity to the mass of men and the nurturing energy of Cancer. Requirement is to lift the consciousness from the mass of men and the astral soup, to the disciple and so build a less emotional view of life.

Capricorn: Transfer the consciousness of humanity from the Earth bound ambitious state, up to the more enlightened view of the disciple. Starts out greedy and materialistic and with Saturn as ruler (discipline, hard work) the impetus to deflect the life of illusion gives way to turning back towards others to serve.

(RC pg. 129 The Christ) His acknowledged Presence with us and the presence of His disciples will make possible a far more rapid development than would otherwise be the case. The stimulation of the objective Hierarchy will be increasingly potent and the Aquarian Age will see so many of the sons of men accepting the great Renunciation that world effort will be on the same scale as the mass education of mankind in the Piscean Age. Materialism as a mass principle will be rejected and the major spiritual values will assume greater control.

Our country was on the path to prepare for this eventuality.

(EA pg. 500) ..humanity is most definitely emerging from the thralldom of matter and in such cases destruction parallels the impact of the descending spirit upon opposing matter.

We can expect some destruction of the old ways to be necessary to parallel the descent of spirit.

(RI pg. 606) The balance is slowly, very slowly, swinging over to the side of the spirit aspect of the duality; it has not yet swung, even in intention, completely over, but the issues are becoming increasingly clearer in men’s minds and the indications are that man will eventually decide correctly, will attain a point of balance or equilibrium, and will finally throw the weight of public opinion on the side of spiritual values, thus leading to a collective renunciation of materialism, particularly in its grosser and physical forms.

We fully understood that the lessening of greed and materialism, to be released to the goodwill movement would take time and in some aspects would take a generation.

To more fully consider the issue of materialism we need to review the three groups of spiritual energies which at the time of the three Full Moons of April, May and June are released into acitivity: We consider this to be an ongoing involvement of the Hierarchy since the war.

(EXH pg. 482)

The Forces of Restoration: These will work to restore morale and psychological health, thus implementing the resurrection of humanity from the death cycle through which it has been passing. The restoration of men’s mental condition to a wholesome and happier approach to life is the primary objective. These forces will bring about the emergence of the new civilization – which is definitely man’s creative work.”

Note who is supposed to do the actual work.

The Forces of Enlightenment: These, when let loose upon Earth, will produce a clear grasp of the Plan which the Hierarchy desires to see work out, a revelation of the issues involved in their right and possible sequence; and they will also give a sense of proportion to human thinking, plus an appreciation of the spiritual values which should determine the objective policies. These Forces will salvage the cultural gains of the past (a past which is dead and gone and of which little should again be restored) and will implement (upon a few foundational cultures of the past) that new and better culture which will be distinctive of the New Age.

We assumed it takes ‘man’ to ready the garden for this event.

The Forces of Reconstruction: These will usher in an era of pronounced creative activity and will bring about the rebuilding of the tangible world upon the new lines. This the total destruction of the old forms will necessitate. It is this great group of Forces which will be set in motion by the Christ at the June Full Moon; the focus of Their work will definitely be upon the physical plane. Their task is to precipitate and bring into manifestation that which the work of the Forces of Restoration and of Enlightenment have made subjectively possible.

Destroying the old forms is another task for man.

These Forces might be regarded as embodying and making declarative the “new materialism”. This is a statement warranting our closest consideration. It is essential that we bear in mind, as we face the activities of the future process of rebuilding, that matter and substance and their fusion into living forms are aspects of divinity; it has been the prostitution of matter to selfish ends and for separative purposes which has been responsible for misery, the suffering, the failure and the evil which have characterised the career of mankind down the ages….

We consider matter and substance and the products from its subsequent fusion to belong to all of us and we are intent to bring about a mind-set of brotherly love and a practical concern for others that will eventually lead to this taking place.

Our approach is not to force this, but to bring it about with a fundamental trust in the divinity in all of us.

(ENA pg. 194) In the Piscean Age which is passing, the youth in every country has been brought up under the influence of three foundational ideas. The result of these ideas might be expressed under the terms of the following questions:

  1. What shall be my vocation in order that I may have as much of the material world as my state in life and my wants permit?
  2. Who are the people who are above me, to whom I must look and whom I must honor, and who are those below me in the social order and how far am I able to mount in the social scale and so better myself.
  3. From childhood I have been taught that my natural inclination is to do wrong, to be naughty, or (if the setting is narrowly orthodox) that I am a miserable sinner and unfit for happiness. How can I escape the penalties of my natural predilections.

The result of all this is to breed in the race a deep seated sense of material and social ambition and also an inferiority complex which necessarily breaks out into some form of revolt in the individual, in racial explosions or, again speaking individually, in a rabidly self-centered attitude to life”.

A final little gem from the Tibetans teaching around materialism: (EXH pg. 83) The law which will determine the results can be expressed in the words that have been often used: by holding, man loses; by relinquishing, he gains; by seeking to grasp that which he has, it must and will inevitably disappear. Reflect upon this law.

Environment and Spiritual Revival

Care for the environment is a no-brainer if we consider that the physical environment that we live within has limits as to what carrying capacity it has. If we delve a little further into this area, we then are faced with the fact that all substance is divine in nature, just as we are and therefore we are all part of this great life form. If the physical Earth becomes overly polluted both physically and as well on the ‘unseen levels’ then our own bodies will have to live with this handicap also because we are conditioned by the energies around us. We can quite easily determine the need for a spiritual revival of a new order if we are to grasp the fact that our thinking and values system requires change from its current level of self- concern.

Our new approach to life and hence our education system, reward systems and values would consider environmental health as including both the physical and the unseen world, encompassing our planet and all the kingdoms of nature. Our scientific and esoteric community was tasked with shedding more light on the issue of our environment and just how co-dependent our bodies and energy system were with the planet itself. Truthfulness and accuracy where not something that the news media could be trusted with and by example a recent news story claimed that walrus’s had been beached in the artic due to global warming, when in fact the ice cover in the artic has been growing aggressively over the last 2 years. The luminaries at the BBC had previously reported that the Artic would be ice free by 2013 and Al Gore stated in 2007 that the Artic Ice Cap is falling off a cliff, yet it has grown from 43 to 63% depending on the mode of measurement. We didn’t believe that manipulation of our citizens was the way forward and instead ensured that all communication was as accurate as possible.

There is ample evidence that we are producing more Co2 gas than ever before even though the alarmists have been over simplifying the issue concerning earth warming. The planets temperature is essentially steady for close to 18 years now and even the die-hard environmentalists at the MET office in the UK have stated that if the temperature remains flat for another 2 – 3 years, being 20 in total, then they need to rethink their assumptions. I love it when the folks that spout off about ‘settled science’ have to wake up to the fact that science is never settled and we know very little about the planets life systems abilities to cope. Still, the issue of pollution and increasing Co2 gas, or any significant change in the planets energy system requires serious action and requires that we change our ways and treat our surroundings as the divine life form that it is. My own personal view has been that the global warming hysteria has actually ushered in a great response to the impulse to tackle materialism overall and throughout.

The ‘media’ makes it seem like the population of the world is greatly concerned with global warming and that it is on everyone’s list of the priorities the governments should be addressing. In reality we have the U.N. poll of over 4 million people world-wide which tells us that this issue came in dead last, or 17 out of 17. In top placement was better education and health care, jobs, less corruption and in the U.S.A., Americans were asked to rate their top 20 priorities and this had a similar result with environment coming in at number 19. While this may seem discouraging, it is not surprising that people choose issues that directly affect them right now and so our task was to drop the hysteria and activism which turned so many people off and bring in sensible arguments and policies that connected ‘whats a good life look like’ to the health of the planet and its inhabitants. We felt that wise communication which highlighted the issues of pollution and the affect it has on every one of us was the best solution, along with strident enforcement of our robust anti-pollution laws. Greatly reducing the need for petroleum products was, for instance, working closer to the ‘cause level’, than the blocking of pipelines.

It seemed obvious to us that if we brought in the correct tools to shift our focus away from materialism and self-concern, to goodwill and a spiritual revival, that many of our key challenges would dissolve.

We knew that spirituality or spiritual values did not need a church to define what life should look like on a day to day basis and we had the Tibetans work to bring clarity to the meaning.

(RI pg. 204) The time has come when a distinction must be made by esotericists between the words spiritual and divine. They are not the same, nor do they have the same significance. The quality of spirituality is Love. The quality of divinity is Will. There is a definite distinction between the two and the mediating principle (or that which relates or unites the two qualities) is Wisdom.

As mentioned previously, we planned to focus on the Love aspect.

(RI pg. 364) One interesting fact emerges out of all this comparative work and this mode of analogical teaching, and that is that the word “spiritual” refers neither to religious matters (so-called) nor the Path of Discipleship or the Path of the major or higher initiations, but to the relationship on every level of the cosmic physical plane, to every level from the lowest to the highest. The word “spiritual” relates to attitudes, to relationships, to the moving forward from one level of consciousness (no matter how low or gross, from the point of view of a higher level of contact) to the next; it is related to the power to see the vision, even if that vision is materialistic as seen from the angle of a higher registration of possibility; the word “spiritual” refers to every effect of the evolutionary process as it drives man forward from one range of sensitivity and of responsiveness to impression to another; it relates to the expansion of consciousness, so that the unfoldment of the organs of sensory perception in primitive man or in the awakening infant are just as surely spiritual events as participation in an initiatory process; the development of the so-called irreligious man into a sound and effective businessman, with all the necessary perception and equipment for success, is as much a spiritual unfoldment – in that individuals experience – as the taking of an initiation by a disciple in an Ashram. This paragraph, as far as we were concerned, was one of the most profound statements of facts that the Tibetan had made, relative to what we needed to accomplish.

As mentioned previously, Goodwill is latent in all of us, yet it needs to be brought more into our consciousness and the intent of a spiritual revival was to help provide the stimulation for an expansion of consciousness, no matter what the level.

(RI pg. 186-87) Everything is spiritual which tends towards understanding, towards kindness, towards that which is productive of beauty and which can lead man on to a fuller expression of his divine potentialities.

To view the necessary revival a bit differently.. (RI pg 255) … must be dedicated to rebuilding the shrine of man’s living, to reconstructing the form of humanity’s life, to reconstituting the new civilisation upon the foundations of the old, and to the reorganising of the structures of world thought, world politics, plus the redistribution of the world’s resources in conformity to divine purpose. Then and only then will it be possible to carry the revelation further. And for us, this on a country scale rather than world, yet part of the world.

Our way of governing was not in keeping with the tendencies in the West in that our approach was more towards freedom of the individual to encourage the attainment of a higher vision, and we had no fear of giving a good push along the way. The old country had imposed so much stifling ideology that only the more highly motivated could actually reach potential, while the others just shrunk into the lap of the government and various tax paid agencies and opinionated media. To rise up against this powerful group meant being on the wrong end of spiteful words and actions. The Tibetan gives us a good reminder of the intent of the modern era and the hopeful moving away from the ‘thou shalt not’ to ‘thou shalt’. Another way to look at the cleavage between freedom and enslavement.

(RI pg. 124-25) I would like to pause here and remind you of one or two points which should be recognized as we approach this modern era in which all these culminating effects are taking place. Let me state them concisely and clearly.

The lines of cleavage between materialism and spirituality (as we now understand the terms) have become increasingly clear. Two things have tended to bring this about. First, the pronouncement of the Ten Commandments. These though negative in their form and dogmatic in their attitude, have made the issues and the required attitudes adequately clear. Owing to the relatively low stage of the universal human intelligence at the time that they were given (for the Biblical dates are not correct and the date of their pronouncement is far older than is thought) they were expressed in formula. “Thou shalt not”, thus turning human attention to the material expression of material tendencies. In days to come, the Ten Commandments will be expressed in a reversed form of which the Sermon on the Mount and Beautitudes are the embryonic form.

Second, the Hierarchy withdrew in order for humanity, on reaching maturity and years of discretion, should not be handicapped and hindered by coercion and undue safeguarding (Note: this is reminiscence of the old country) but should express its major divine characteristics. Of this, free will and the discriminating use of the mind are the outstanding qualities. There was no free will in Atlantean days. There is a tendency to free will (note that term) today and we call it liberty and independence, freedom of thought and the right of the individual to determine the issues which control or should control the group of which he is a part…. Intelligent appreciation of the situation and a general capacity to present to the mind the underlying conditions has now been achieved by the bulk of the intelligent people upon the planet and, though the point of view is necessarily coloured by national traditions, inherited ideas and policies as well as by environmental control and bias, the race has gone a long way towards its final emancipation, and this constitutes an entirely new factor and a most satisfactory development. But I would remind you of a most important point and that is that the masses of the people …. are still victims of authority, of control, and remain relatively unthinking and childlike.

We also considered it possible that humanity was entering the trials of the first initiation, which as we understood it, could go on for quite some time.

Key Tools

The tools we put to use in order to bring a more esoteric approach represent the key ingredients, although many other lesser initiatives took place throughout the hierarchy of our governing body and of course these tactic’s did not in fact work in isolation. For instance, we require scientific investigation to verify the energy centers in man which will lead to our linking these up with the integral parts of man and in turn with his environment and eventually the greater whole. It is then straight forward to envision the impact this information can have on education and the environment.

Education

(ENA pg.1) The objective is to elucidate the cultural unfoldment of the race and to consider the next step to be taken in the mental development of humanity….. The word spiritual does not refer to religious matters, so-called. All activity which drives the human being forward towards some form of development—physical, emotional, mental, intuitional, social – if it is in advance of his present state is essentially spiritual in nature and is indicative of the livingness of the inner divine entity.

The underlying proposition here would seem to be that advancement from whatever the current state of the incarnated vehicles are in, as being the worthy goal of education. Whether it’s the sloth like human being taught to take basic responsibility, up to the aligned personalities that seek spiritual inspiration. For initiates, their level of education would likely be a case of them working with others to bring wisdom and enlightenment, thus educating themselves to a great extent, along with the necessary colleges designed with the initiate in mind.

Underlying all of our effort in this regard would be the notion of goodwill, responsibility to our vehicles and others and of course the scientific work that is needed to bring mental clarity to the so called ‘unseen world’ who’s lack thereof so characterized the problems of the old country. There is a world of energies that lies behind the world of phenomenon and we linked the scientific/esoteric community with the education field to bring about the imparting of this knowledge.

We were aided by the occult message of : As a man thinketh, so is he in that as a group of people become more aware and conscious of the overall connection to all of creation, these thought waves would penetrate into the overall atmosphere of humanity and leave an ‘impression’. Education and acceptance by a large group of people would surely assist greatly with augering in the whole purpose of Dominium.

The Tibetan gives us a few challenging tasks around education in that the old ways of memory work and history lessons and becoming a commercial asset is only part of the requirement.

(ENA pg. 4) Education has three major objectives, form the angle of human development:

First, as has been grasped by many, it must make a man an intelligent citizen, a wise parent, and a controlled personality; it must enable him to play his part in the work of the world and fit him for living peaceably and helpfully and in harmony with his neighbours.

Second, it must enable him to bridge the gap between the various aspects of his own mental nature, and herein lies the major emphasis of the instruction which I am how purposing to give to you.

In the esoteric philosophy we are taught, as well you know, that on the mental plane there are three aspects of the mind, or of that mental creature we call a man. These three aspects constitute the most important part of his nature:

His lower concrete mind, the reasoning principle. It is with this aspect of the man that our educational processes profess to deal.

That Son of Mind, which we call the Ego or Soul. This is the intelligence principle, and is called by many names in the esoteric literature, such as the Solar Angel, …. Religion in the past has professed to deal with this.

The higher abstract mind, the custodian of ideas, and that which is the conveyor of illumination to the lower mind, once that lower mind is en rapport with the soul. With this world of ideas philosophy has professed to deal.

We might call these three aspects: The receptive mind, the mind as dealt with by the psychologists; The individualised mind, the Son of Mind; The illuminating mind, the higher mind.

Third, the gap between the lower mind and the soul has to be bridged, and curiously enough humanity has always realised this and has talked therefore in terms of “achieving unity” or “making the at-one-ment” or “attaining alignment”. These are all attempts to express this intuitively realised truth.

Education should also concern itself during the new age with the bridging of this gap between the three aspects of the mind nature: between the soul and the lower mind, thus producing at-one-ment between soul and personality; between the lower mind, the soul and the higher mind. For this the race is now ready, and for the first time in the career of humanity the bridging work can go forward on a relatively large scale”.

(ENA Pg. 19) The objective of education should therefore be the training of the mechanism to respond to the life of the Soul”.

And to this end we set up the best of the open minded educators, along with science and esoteric experts, with the task of devising the needed curriculum. Unfolding the world of ‘meaning’ was of prime importance vrs. the world of objective phenomena. Of course, various levels of study were required depending on the age of the student and once in the teenage years, the level of spiritual attainment was ascertained to best serve the students education needs. We had to be aware as well, that many students would be better served with a vocational training, rather than a more spiritual one.

The overarching issues of gross materialism, lack of goodwill, greed and laziness presented a problem that would possibly take a generation to fully impact. To this end, a key instruction regarding the rearing of children, and thus an important attribute that parents must comprehend is given as follows:

(ENA pg. 25) Perhaps by pointing out that , whereas today parents and guardians of the child spend much of their time in answering or evading questions posed by the awakening consciousness of the child, in time to come the situation will be reversed. Parents will ceaselessly meet the demands of the emerging intelligence of the child by always enquiring of the child. Why? Why ask this? Why is it thus? — and so throwing always the responsibility of answering the questions upon the child, yet at the same time dropping the solution of the question subtly into the child’s mind.

This process will begin in the fifth year of the childs life; the seeking of intelligence (which is the child itself) will always be forced by the teacher into the position of inward search, not outer demand for a reply which can be memorised and which rests upon the authority of the older person”.

The areas of education that we desired to impact, covered primary school, high school, university/college and of course esoteric schools. The intention of the esoteric schools was to take those that expressed interest and ability due to their exposure to the introductory levels of esoteric teaching in the regular school system, and provide them with the advanced course material. Parental education was also introduced along these lines so they could better involve themselves in the new approach to education and in fact become better parents as well as more fulfilled in the roles of parent and marriage partner. It was important to us that our young people be taught how to parent effectively, somewhat based on the Tibetans views, how to handle financial resources for the household and on to retirement and of course the need to budget for the assistance of others. Our school children were introduced to an ever increasing amount of community service and we decided to pay them a small amount of money that was pooled by school district and earmarked for financial assistance to those in actual need. The children were able to track this giving to the final outcome and in many cases meet those that were assisted as the human impact was so very much needed for us to be successful with the engraining of the notion of goodwill and assistance when required.

Our view of education provided a broad swath to impact a cross section of our population and therefore was not going to be restricted to schools, colleges and universities. Our governing body, from the top down participated in community service of a minimum of two weeks a year and this was widely reported so everyone knew that community service and its linking with goodwill was going to be a feature of life in our country. We went to great lengths to advertise and make known those that led the way with charitable giving and community service and we embraced the notion of ‘Thou Shalt’ as a way to lift attention from the little selves to the greater whole.

Foreign assistance was critical in our view as a way to redistribute some of our wealth elsewhere and also as a way for others to realize that giving to others had a tangible impact on the lives of others. Our country approached foreign assistance as something that would involve all of our citizens in that we physically participated in the distribution and completion of our assistance projects along with documentation of these efforts and most importantly the impact that this activity had on the recipients. When actual dollars were made available for foreign assistance, our own people on the ground made up the ‘assistance force’ and ensured that a workfare sort of mindset was in place so that the participants could reap the benefit of engaging in their own uplifting. It was critical that Foreign assistance, examples of Goodwill and Community service be reported for all to witness and our monthly parliamentary/congressional meetings contained a budget and results report in this regard as stipulated by law. It was also important that our citizens felt confident that our assistance was reaching the people and projects intended, without criminal diversion.

We set up a system where our families and individuals could adopt other families, with strict guidelines as to the level and type of assistance allowed. We aimed to focus on monetary issues for education for instance and this adoption could be within our country or outside of our borders. To further the issue of ‘adoption’, and in addition to our regular foreign assistance, as a country we approached other countries that were deeply in need of assistance and with their expressed permission, began to assist them in building infrastructure utilizing our own expertise and citizens, all the while training them on how to operate key infrastructure items, such as power plants and transmission lines. This adoption of other countries was restricted to countries that had basic law and order in place to provide a safe work environment. Having a mining company move into a foreign country was good for employment, yet we knew the larger need was infrastructure to allow these countries to move towards self sufficiency .

Highlighting the scope and impact on others that our community service and foreign assistance programs had was critical to educate our citizens on the massive effect we were having on the well being of humanity.

Our total spending on foreign assistance was slowly being tied to the level of giving that our citizens provided to others as a way to bring pressure to bear. To be fair, we continually highlighted the importance of non-monetary assistance to others as well.

We are advised by the Tibetan that education in the Aquarian age should become dominated by the sciences of Antahkarana, Meditation and Service and to this end we needed to begin to blend the scientific community with the esoteric and most certainly the religious field as well which had become so separative.

Blending science, Esoteric knowledge and Religion

I had a print out of a statement the Tibetan made in one of his books (DN pg. 127) that seemed to sum up the issue, that most of us recognize, of science and religion being on a totally different page and certainly not attempting to link up in any meaningful way.

It is this failure to work intelligently, and I would like to add, lovingly with substance and so bring it into right relation with the dense outer form that has made the last two thousand years produce so disastrously a mismanaged world and which has brought the population of the planet into its present serious condition. The unintelligent work upon the physical plane, carried forward by those influenced by the sixth ray force, has led to a world which is suffering from cleavage in as true a sense as an individual person can suffer a “split personality”. The lines of demarcation between science and religion are a striking instance of this and have been clearly and forcefully drawn. The cleavage to which I refer has been drawn by the churchmen of the past and by no one else; the lines have been determined by the mystics, impractical and visionary, and by the fanatical devotees of some idea who were, nevertheless, unable to see the broad implications and the universal nature of these recognised ideas.”. The Tibetans point goes on to say that the stupidity of orthodox religions has temporarily separated the two great concepts of spirit and matter, thus pushing apart religion and science. We intended to bring these together to hopefully bring about fertile ground for some sort of new religion and also to produce material for our new education system.

(EP I, pg. 53) The fifth ray has produced what we call science. In science we find a condition which is rare in the extreme. Science is separative in its approach to the differing aspects of the divine manifestation which we call the world of natural phenomena, but it is non-separative in actuality, for there is little warring between the sciences and little competition between scientists. In this the workers in the scientific field differ profoundly form those of the religious. The reason for this is to be found in the fact that the true scientist, being a coordinated personality and working therefore on mental levels, works very close to the soul. The developed personality produces the clear distinctions of the dominant lower mind, but (if one may use such a symbolic way of expression) the close proximity of the soul negates a separative attitude. The religious man is pre-eminently astral or emotional and works in a more separative manner, particularly in this Piscean age which is passing away. (I would add that the statement; “little warring between the sciences” has recently been challenged when we see the pro-environmental group of scientists accuse the climate change skeptics as being ‘deniers’ and then both sides get embroiled in who is right.. a bit of lower idealism slipping in it seems.) Our task was not a simple one, yet we had determined from the start to bring these two groups, scientists and religious representatives, plus the esoteric experts together with the task of blending the three approach’s as much as possible. Already scientific experiments had been conducted that certainly penetrated the unseen world and we needed to bring religion and spiritualism into the mix and communicate these findings, fully, accurately and broadly. Something that was not being done in the past.

(ENA pg. 66) Esoteric study , when coupled with esoteric living, reveals in time the world of meaning and leads eventually to the world of significance. The esotericist starts by endeavouring to discover the reason why; he wrestles with the problem of happenings, events, crises and circumstances in order to arrive at the meaning they should hold for him; when he has ascertained the meaning of any specific problem, he uses it as an invitation to penetrate more deeply into the newly revealed world of meaning; he then learns to incorporate his little personal problems into the problem of the larger Whole, thus losing sight of the little self and discovering the larger Self. The true esoteric viewpoint is always that of the larger Whole.

With careful consideration, we managed to find a good number of open minded and credible scientists together with esoteric expertise and religious leaders, in a workshop environment to explore the possibilities and I must say that rounding up these quality individuals was not an easy task. All one needs to do is look at the work of the scientists around the website “Heartmath” and of course many other fields of exploration to realize that science has already begun to solve many of the so called mysteries, yet the work has been kept isolated and largely not related to each other. We managed to find moderate and open minded religious scholars who were willing to question some of the original religious assumptions, yet realized that science could prove much of what, the bible for instance, contained. The esoteric group was certainly able to act as a catalyst with their open minded approach to all things concerning energy. (WM pg. 28) Therefore, it is of value to emphasise in our discussion of this abstruse subject, the fact that spirit and energy are synonymous terms and are interchangeable. Only in the realisation of this can we arrive at the reconciliation of science and religion and at a true understanding of the world of active phenomena by which we are surrounded and in which we move”.

The early work was rewarding in that we obtained some good material for the education system as well as communication material that was valuable in the linking of science and religion. This would be an ongoing enterprise and we hoped to attract others that perhaps had even more insight and wisdom than the original group members.

(EH pg. 368) The next step ahead for science is the discovery of the soul, a discovery which will revolutionise, though not negate, the majority of their theories.

(TCF pg. 677) There is also a group of devas connected with the Lodge of Masters, whose work it is to build the aspirational forms towards which average man may aspire. They are divided into certain groups – three in number – connected with science, religion and philosophy, and through these groups of deva substance the Heads of the three departments reach men. It is one of Their channels for work. The Master Jesus is particularly active at this time along this line, working in collaboration with certain adepts on the scientific line, who – through the desired union of science and religion – seek to shatter the materialism of the west on the one hand and on the other the sentimental devotion of the many devotees of all faiths.

And so we hoped that our expert group would be part of this work and discovery process to finally lift the veil from the eyes of humanity, realizing that this would happen in stages, overtime.

We did not have any faith that the ‘news media’ would carry the necessary accuracy and depth concerning the ongoing findings of this group, so we established other communication channels to the population, not only for this work, but for much of our communication needs.

Our care for the environment was absolute and although we did not agree with some of the current ‘fashion trend’, such as wind farms, we had a good working relationship with various scientific groups and industry and we fully intended to capitalize on this fact.

Our goal was to reduce the cost of electricity by about 80% to help curtail the use of fossil fuel in our homes and businesses which was on a major upswing due to the cost of wind farms. Wind farms support was a huge cost to us and as mentioned earlier was inefficient across the board. The German government has poured 412 billion dollars into renewables and lets see what this has left them with, according to the ‘Consumer Policy institute’.

.. households are being pushed into “energy poverty”.

.. Der Spiegel declared that electricity has become a luxury good.

.. Over 300,000 households left in the dark due to cost.

.. Big business would have collapsed so they get a ‘pass’ on these costs and the consumer foots the bill.

.. Subsidies of wind have pushed traditional utilities to the brink of collapse.

.. Wind producers receive a guaranteed rate, the traditional utilities do not

.. Wind production is intermittent and traditional producers are needed.

.. Now the government offers traditional producers “balancing payments” .. another taxpayer cost.

.. Coal has now been coming back as its cheap and now accounts for 45% of generation.

.. Lignite, a dirty and cheap form of coal is also on the upswing as it is so cheap.

.. As a result of all this, the government is pulling back hard on subsidy.

This all seemed counter-productive when what we all wanted was clean electricity being used as opposed to oil and gas. Gas was efficient in a large electrical generation environment with scrubbed exhaust provided to the highest standard. Oil and gas in a house by house basis was not efficient or environmentally safe.

By expanding hydro generation and gas electricity generation we provided clean power from a source that for us, was very plentiful. The gas generation was a shorter term response as our longer term plan was to build Thorium reactors and our scientific/engineering community was called upon to make this happen. The following is a rundown of Thorium electricity generation.

.. No Greenhouse Gas Emissions.

.. Near complete fuel usage as only 2% is unused, whereas current nuclear generation leaves 95% behind. The 2% left behind is a valuable and reusable substance and has a short half life of a few hundred years.

.. The more toxic fission products such as plutonium never get produced.

.. Lower pressure so safer and less expensive to build.. less cost than a coal generator plant.

.. Unpopular in the 60’s when nuclear came on board as can’t produce nuclear weapons with it.

.. Deterrent to fossil fuel useage.

.. Could be a way to produce hydrogen for ‘hydrogen cars’.

.. Thorium is plentiful.

.. Get’s rid of costly and inefficient wind and solar power, except remote areas.

And why not a Thorium car? We are told that 8 grams of thorium would power a car for 100 years and prototypes have already been built. Needless to say, experiments are ongoing with this source of generation and we are working to move into the fore-front of this movement. Even nuclear seemed like a better alternative to what was actually taking place as it was fundamentally safe. More people die from the weather in any period of time, than from nuclear generation mishaps, although Thorium was much safer.

Electric cars would benefit from this electricity cost reduction although we were concerned with the pollution caused by lithium batteries. Hydrogen fuel cell cars worked, but to extract hydrogen due to its complexity was energy intensive and our hope was that with thorium generation it might become feasible.

Oil was here to stay for a while longer and we quickly pulled the plug on ethanol useage as it was more polluting than straight gasoline as follows.

.. Food costs are under pressure due to the huge amount of crop being used to produce ethanol.

.. Crop use is a political issue due to subsidy to agriculture and we would not continue this.

.. E85 fuel brought 28% lower fuel economy .. or over 1.35 gallons to 1.0 gallon of gas.

.. Ethanol absorbs water and is corrosive.

.. According to The National Academy of Sciences, corn ethanol is increasing air pollution.

Pipelines are the cheapest, safest way to transport our oil and oil sands production, which we in turn allowed the building of, and as mentioned earlier, we controlled exports as a way to greatly slow the expansion of oil sands, drilling and shale. We could not afford to have business stop these activities, however we were able to dramatically slow down the production. Certain countries had been supported by our exports and this would continue as bringing hardship on others not prepared for a change in supply was not appropriate. We did include the shipping of oil and gas to less fortunate countries as a form of foreign assistance.

Regarding fracking, even the U.S.A. department of the environment (EPA) has not found any evidence at all that fracking did any environmental damage. “In no case have we made a definitive determination that the fracking process has caused chemicals to enter groundwater”. Fracking takes place around 5,000. to 10,000. feet below the surface, while water wells are no more than 500 feet. Fracking has been going on for over 50 years and we felt confident it was relatively safe, yet our concern was still around the issue of fossil fuels and the need to find alternatives as covered above, which would greatly diminish or end altogether the use of fossil fuels.

We approached the oil and gas industry to have them join with our scientific community in the quest for alternate sources of energy as described. These industries could find themselves greatly diminished or even out of business as these new sources came on line and as the talks and meetings moved forward we ended up with these savvy partners in our quest.

Finally, concerning energy, Lawrence Solomon (executive director Energy Probe) recently penned an interesting article concerning the fact that western governments, here and in Europe have been overly spooked by the environmentalists and this has indirectly led to the recent aggression of Russia and Terrorists, along with soft headed western leaders. As development of energy has slowed and in Europe pretty well stopped, Russia has more or less used blackmail to invade others and for instance ISIS is funded by certain states that produce oil. If more self-sufficiency had taken place, his claim is that the producers of oil would be short of cash to wage war. An interesting, yet un-provable claim, regardless, we and the rest of the world needed to get serious about alternative forms of energy that would actually make sense and that is exactly what we did.

Overall, we attracted a good number of open minded and competent scientists, religious leaders and esoteric specialists to our country in the quest to blend science/religion/esoteric understanding into a new way forward. On the academic front, education benefited, the scientific community and religious scholars benefited, as did the esoteric community as the esoteric sciences would finally be heard and become more mainstream. Health care was also a beneficiary as we lifted the veil from the physical into the previously unseen world.

Blending physical / esoteric / psychological health care

As an overview, our health care system had been completely government funded in the past and as mentioned earlier, we adopted a system similar to Germany (along with other countries) with a two tier system that saved us a large amount of taxpayers money, with improving service for all.

The old system was miss-used in many cases or to be more specific, over-used by certain individuals and this statement does not include the chronic care individuals that required ongoing and continual treatment at a health care facility. We brought in a very small user fee to help combat the over-use issue for non-chronic individuals and we could see the effect that a small user fee could have when we consider the plastic grocery bag issue. Shoppers were asked to bring re-usable bags for groceries to cut down on non-reusable plastic bags and this initiative was not successful, yet when we charged ten cents for a non-reusable bag, shoppers began to aggressively adopt the new system, no doubt as a point of principle. This shopping bag issue had been demonstrated for us in Canada and other countries.

We also issued quarterly statements covering the individuals use/cost to the health care system to make people more aware of the impact of a visit or test. Our old system ate up close to 50% of all government revenue and climbing, and this had to change.

No doubt, improving the general health of our population was closer to the cause level and this is where the majority of our efforts where centered. From education in schools to general communication to the population, we made it clear that the extraordinary cost of health care vrs. a healthy lifestyle was a simple decision for an individual to make and we worked hard to ensure that appropriate information was constantly communicated. We greatly preferred education and bold intervention by health care workers to encourage those that were not looking after their physical structure, as opposed to penalties. For instance obese, alcoholism, drug use, all required psychological care and the encouragement of those affected to step up and make changes. However, we had to keep in mind the Tibetans views regarding the physical to prevent any unhealthy focus on this vehicle.

(EH Pg. 613) The physical body is important because it has to house and respond to every type of conscious response, from that of the lowest type of human being up to and inclusive of the consciousness of an initiate of the third degree. The bodies and forms of the indwelling conscious life in the three sub-human kingdoms have an analogous but less difficult problem; I am here however, considering only the physical body of a human being, which is not a principle because it is not in any way a goal; it is not the seed or germ of anything. Any changes wrought in the physical body are secondary to the goal of conscious response to the revelation of an emerging divinity. I have felt it necessary to emphasise this because of the confusion in men’s minds anent the subject.

To sum up: the physical body is not a principle; it is not a main object of attention of the aspirant; it automatically responds to the slowly unfolding consciousness in all kingdoms of nature; it constantly remains that which is worked upon and not that which has an innate influence of its own; it is not important in the active process, for it is a recipient and not that which initiates activity. That which is important is the unfolding consciousness, the response of the indwelling spiritual man to life, circumstances, events and environment . The physical body responds. When the physical body becomes, in error, the object of attention, retrogression is indicated; and this is why all profound attention to the physical disciplines, to vegetarianism, to diet and to fasting, and to the present modes of (so-called) mental and divine healing, are undesirable and not in line with the projected plan.

We decided that an overall balanced approach concerning our food sources and dietary choices was in keeping with the fact that our population varied greatly in their evolution and so the focus was placed on education and communication regarding the making of healthy choices. Our main focus was certainly around the overall expansion of consciousness, however the facts where known regarding the disastrous affect that junk food, for instance, had on the population.

(EH pg. 334) No set diet could be entirely correct for a group of people on differing rays, of different temperaments and equipment and at various ages. Individuals are every one of them unlike on some points; they require to find out what it is that they, as individuals, need, in what manner their bodily requirements can best be met, and what type of substances can enable them best to serve. Each person must find this out for himself. There is no group diet. No enforced elimination of meat is required or strict vegetarian diet compulsory ………… In preparation for certain initiations, a vegetable diet had in the past been deemed essential. But his may not always be the case, and many disciples prematurely regard themselves as in preparation for initiation.

The pharmaceutical industry was publicly traded in many cases and they had to respect the shareholders desire for a healthy financial return. Many pension funds for instance invested in these companies and a CEO along with other executives would not last long if they did not hit targets. Because of this, the natural remedies or non-pharmaceutical medications did not have a reliable testing regime and so we funded a number of these items each and every year to determine if they worked or not. This approach was also incorporated, for instance, in naturalpathic medicine as well and we began testing of ‘healers’ to weed out the ineffective ones so that trust could be built with the population at large. It was important that effective ‘healers’ be found so that we could begin the process of proving that energy healing was in fact reliable in many cases.

(EH. Pg. 12) All disease (and this is a platitude) is caused by lack of harmony — a disharmony to be found existing between the form aspect and the life. That which brings together form and life, or rather, that which is the result of this intended union, we call the soul, the self where humanity is concerned, and the integrating principle where the subhuman kingdoms are concerned. Disease appears where there is a lack of alignment between these various factors, the soul and the form, the life and its expression, the subjective and the objective realities. Consequently, spirit and matter are not freely related to each other.

We began to set up physician offices to include psychologists, physicians and endocrinologist (including healers) once we established the necessary communication of the science behind this method. Emotional, mental and physical health cannot be separated in most cases and we had adequate scientific literature available to make this case, along with our newer discoveries through the combining of the scientific, esoteric, education and religious groups of experimenters. Aggressive communication to the population and education in our schools concerning the perils of a poor diet and substance abuse, including tobacco products and marijuana, backed up with sound demographic study was critical to bring people online with taking responsibility for their own well-being. Part of our community service requirement to spend time in the community assisting others brought otherwise healthy people in close contact with those who suffered from poor health and this in itself proved a valuable context for the participants.

(EH. Pg. 47) Between the present and the future, the emphasis will be laid upon a constantly shifting triplicity, and each man will be different from his fellowmen as to emphasis, as to the conditions of his centres, as to their glandular correspondences in the physical body, and therefore as to the diseases and the ills, inhibitions, and difficulties to which his flesh will fall heir. (The triplicities that the Tibetan refers are the centres that are in control for the majority, ajna, plexus, sacral, and for the more evolved, head, heart, base.) It is in this connection that it becomes obvious that the work of the physician and of the psychologist must eventually go hand in hand.

We are given that the psychologist, endocrinologist (include healer) and the physician work together and the physician takes into consideration the conclusions of the before mentioned experts, and diagnoses the problem. So, initially we have the psychologist, endocrinologist and physician working together with the healer coming on board as our esoteric knowledge and communication becomes apparent.

I recently read an article that covered the issue of the ‘nanny state’ approach to childrens playgrounds in schools and the fact that in New Zealand they brought back the swings and slides along with other playground equipment which allow’s children to play normally and no doubt work out their own ‘pecking order’ as well as eat up some of their abundant energy. As it turned out the children loved it and the overall health issue that was emphasized indicated a major reduction in bullying. Not a surprise to most people, however, it would seem beyond the ability of many school districts and government agencies to comprehend. Generally, freedom is a good approach that allows people to express themselves more completely and thus grow from the experience.

Conclusion

(EXH pg. 191) The new world order will not impose a uniform type of government, a synthetic religion and a system of standardisation upon the nations.

In the Tibetans writings, he makes references to the fact that many different government configurations will be attempted before successful ones emerge and no doubt more than one successful approach to government will be found. Regarding Dominium , we had a rare opportunity present itself and we were privileged to be given this opportunity to explore our approach. Although we employed feedback tools and non-binding referendums, we realized that the ultimate challenge was going to be our ability to bring correct actions that our citizens would realize as being well inspired, truthful and in the best interests of all.

This paper has only covered the very basics as issues such as crime and incarceration were also something we tackled, yet carefully as a first step. For instance, we stopped pretty much all incarceration of ‘white collar crime’ and opted for reimbursement and long term psychological care as an alternative. As a further example, we took a similar approach with the more minor ‘sex related’ crimes. However, when it came to outright violence, especially repeat offenders, we did not hesitate to ensure our population was kept safe from these people and although we stepped up the psychological approach, we did not believe in releasing people with a hope for the best.

Other very basic issues such as the ‘lottery mentality’ around lawsuit’s were addressed by changing the law regarding what is a frivolous suit and new definitions covering a wide variety of behaviours under which a lawsuit could be filed, as well as eliminating the solicitation of lawsuits. In the U.S.A., 15 million lawsuits are filed in a typical year, representing on for every 12 adults and our country was roughly in the same situation. Another issue was the ‘lottery mentality’ around marriage for wealth and so we put in place new guidelines around the number of years required in marriage before assets would become split evenly. For instance we stipulated roughly 15% for every 5 years of marriage up to 50%, although we did not change the child support requirements.

In the past, our country had set up a system of ‘paying snitch’s’ to turn in tax cheats, this was halted as for us this was far too close to the well documented past communist China approach of chairman Mao and its police state mentality, where citizens were encouraged and known to report each other around any behaviour not deemed acceptable to the authorities. As well, we strongly felt that a reasonable amount of freedom for our citizens to reach their own conclusions concerning doing what is right through exposure to goodwill and mature leadership in our society was the preferred approach. We knew we wouldn’t reach everyone and for those whom chose a life of ignoring the rules, they will no doubt face their own karma in due time. We had robust procedures in place to catch these people, yet some will slip by and so be it.

Our military was considered powerful and we had no misgivings in employing this arm of government to protect others as a member and with the blessing of the U.N. and NATO. To give a perspective of our approach to the world order, we submitted to the U.N. that any nation found to be clearly in substantial violation of human rights due to violence and corruption that these nations would lose their vote, until corrections were made. Currently the nations that tend lean towards violations of human rights seem to be in the majority and they vote down any and all attempts to world reform and this needed to be stopped. It’s widely accepted that the current make-up of the U.N. human rights council is a sham as it is dominated by countries with poor human rights records.

(EXH pg. 192) Regarding right human relations. The objective of their work can be summed up thus: the new world order will facilitate the establishing of right human relations, based on justice, on the recognition of inherited rights, on opportunity for all – irrespective of race, colour or creed – on the suppression of crime and selfishness through right education, and on the recognition of divine potentialities in man as well as the recognition of a divine directing Intelligence in Whom man lives, and moves and has his being.

(EXH pg 205) The new group of world servers is not a new organization which is forming in the world. It is simply a loose linking together of all men of constructive peace aims and goodwill who lay the emphasis upon the prior need of establishing right human relations before any lasting peace is possible ……. The new group of world servers believes that (through the agency of goodwill) the new world order can be firmly established on Earth.

In a broad sense, money has been called the ‘root of all evil’ and we realize that money often represents desire for ‘self’ (comfort and wealth, a concrete form of desire) yet when goodwill is triggered, money will represent desire to assist others which will finally make money a useful tool for the hierarchy and the realization of the divine plan.

We knew a higher level of consciousness was available and ready to be displayed within Dominium, leading to an assured outcome of an established center of goodwill which was in plain sight and only needed thoughtful implementation.
